Under the Environmental Protection Agency's (EPA) Federal Clean Water Act local municipalities are responsible for the quality of the water discharged from their storm drains into waterways. Stormwater quality is regulated at the local level through the Oregon Department of Environmental Quality (DEQ) Municipal Separate Storm Sewer System (MS4) permit. Eagle Point officially became a part of the Phase II program in 2015, with an official permit by DEQ underway over the pas several year.
Eagle Point manages the Municipal Separate Storm Sewer System (MS4) Phase II program for all activities within the City limits. The official permit is in progress with DEQ, and anticipated to become official for early 2019. The permit program has six areas of focus that are consistent with EPA's Federal Clean Water Act: public education, public involvement, illicit discharge detection and elimination, construction, post-construction and municipal operations. Eagle Point manages all of these sections, and is phasing in the program over the next 5 years as a new Phase II agency.
